粉煤灰专业委员会

中国循环经济协会粉煤灰专业委员会（英文：China Coal Ash Professional Committee, 缩写CCAPC；曾用英文名：China Fly Ash Association, 缩写CFAA）是个非盈利、非政府机构的行业组织。2002年1月29日经国家经贸委批准成立粉煤灰专业委员会，在国家民政部正式注册。由中国循环经济协会（原中国资源综合利用协会）管理，业务上接受国家发改委等部门指导。2021年2月CCAPC成为世界燃煤产物联盟(WWCCPN)的会员。 

一、业务范围 Business Scope

1.宣传贯彻国家有关资源综合利用和粉煤灰综合利用的方针、政策和法规；

2.为政府相关部门制定粉煤灰综合利用政策提供技术支撑；

3.组织国内外粉煤灰综合利用的技术交流和合作；

4.开展粉煤灰综合利用新产品、新技术、新工艺成果的推广工作；

5.开展与粉煤灰综合利用有关的政策、技术咨询服务与培训；

6.作为社会中介组织及时向相关部门反映粉煤灰综合利用发展情况及会员的建议和要求。 

二、业务介绍 Business Introduction

1.服务政府：为政府部门提供决策支持；承担国家发展改革委、国家工信部等政府部门政策研究课题；参与修订粉煤灰综合利用法律法规和文件；编辑粉煤灰产业年度报告并为相关政策的实施提供宣传服务。

2.服务社会：为资源型城市、重工业区域及煤炭、电力、建材企业等各级各类单位提供政策与技术咨询服务。近年来，先后为辽宁省阜新市、河南省焦作市和安阳市、山西省朔州市等省市，神华集团、中煤能源集团、山西潞安矿业集团、山东肥城矿业集团、甘肃窑街煤电集团、黑龙江七台河矿业集团、山东枣庄矿业集团等煤炭企业，大唐集团、华能集团、京能集团等电力龙头企业，金隅集团、中国建筑材料集团等建材优秀企业编制循环经济试点实施方案、循环经济发展规划并提供粉煤灰综合利用技术咨询服务。

3.搭建平台：发挥中介组织平台作用；组织粉煤灰综合利用高层技术论坛，根据行业发展情况，定期策划组织不同专题的会议；通过会刊、博客、微博、微信等宣传平台，发布国家有关的政策法规，生产经营、管理、技术开发等方面的信息及行业动态；为粉煤灰综合利用政策、技术交流提供良好的平台；致力于成为企业与企业、企业与政府之间的良好纽带。 

三、主要成果 Main Achievements

1.2009年在《中华人民共和国节能能源法》“中国节能杯”全国知识竞赛活动中荣获优秀集体奖；

2.2009年承担国家发展和改革委的《煤炭行业发展循环经济模式研究》课题，荣获中国煤炭工业科学技术三等奖；

3.2012年荣获全国资源综合科技工作优秀组织奖；

4.2012年《大宗固体废弃物综合利用实施方案》颁布实施；

5.2013年度荣获全国循环经济科技工作先进集体和先进个人；

6.2013年《中煤黑龙江煤炭化工循环经济发展模式及关键技术》课题研究荣获中国煤炭工业科学技术一等奖；

7.2013年《全国循环经济发展模式的系统评价与决策支持技术研究》通过国家发展和改革委、国家科技部评审验收及煤炭工业协会专家鉴定并获得好评；

8.2013年《资源综合利用税收目录》修订工作顺利完成；

9.2013年《粉煤灰综合利用管理办法》修订版颁布实施。

China Coal Ash Professional Committee (abbreviated CCAPC; former name: China Fly Ash Association, abbreviated CFAA) is a non-profit and non-governmental industry organization. It was established as China Fly Ash Association on January 29, 2002, with the approval of the State Economic and Trade Commission and officially registered with the Ministry of Civil Affairs. it was moved under the China Association of Circular Economy and its English name was changed as China Coal Ash Professional Committee. In February 2021, CCAPC became the member of the World Wide Coal Combustion Products Network (WWCCPN).

Business Scope

1.Propagate and implement national guidelines, policies and regulations of comprehensive utilization of relevant resources and coal ash;

2.Provide technical support to formulate policies of comprehensive utilization of coal ash for relevant governmental departments;

3.Organize technical exchange and cooperation on comprehensive utilization of coal ash at home and abroad;

4.Carry out the promotion of new products, new technologies and new technological achievements in the comprehensive utilization of coal ash;

5.Carry out policies, technical consultation services and training related to comprehensive utilization of coal ash;

6.Timely report the development of comprehensive utilization of coal ash and the suggestions and needs from its members to relevant governmental departments as a social intermediary organization.

Business Introduction

1.Serving the government: Provide decision-making support for governmental departments; Undertake the policy research topics of the National Development and Reform Commission, the Ministry of Industry and Information Technology and other governmental departments; Participate in the revision of laws, regulations and documents on the comprehensive utilization of coal ash; Edit the annual report of the coal ash industry and provide publicity services for the implementation of relevant policies.

2.Serving the society: Provide policy and technical advisory services for resource-based cities, heavy industrial regions, coal, electric power and building companies at all levels. In recent years, it has successively prepared the pilot implementation plan and development plan of circular economy, and provided technical consulting services of coal ash comprehensive utilization for Fuxin City in Liaoning Providence, Jiaozuo City and  Anyang City in Henan Providence, Shuozhou City in Shanxi Providence, coal enterprises, such as Shenhua Group, China Coal Group, Shanxi Lu'an Mining Group, Shandong Feicheng Mining Group, Gansu Yaojie Coal Electricity Group, Heilongjiang Qitaihe Mining Group, Shandong Zaozhuang Mining Group, leading power companies such as Datang Group, Huaneng Group, Jingneng Group, and excellent building companies such as Beijing Building Materials Group and China National Building Materials Group Corporation.

3.Platform set-up: play the platform role of an intermediary organization; organize high-level technical forums on the comprehensive utilization of coal ash and conferences on different topics according to the development of the industry; publish national relevant information of policies & regulations and industry trends of production & operation, management, technology development through journals, blogs, microblogs, Weibo, WeChat and other publicity platforms; provide a good platform for comprehensive utilization policies and technical exchanges of coal ash; commit to be a good link between enterprises-enterprises and enterprises-government.

Main Achievements

1.Won the Excellent Group Award in the "China Energy Conservation Cup" National Knowledge Contest in "Energy Conservation Law of the People's Republic of China" in 2009;

2.Undertook the project on "Research on Development of Circular Economy Mode in the Coal Industry" for the National Development and Reform Commission; Won the third prize of China Coal Industry Science and Technology in 2009; 

3.Won the Outstanding Organization Award for “National Comprehensive Resources Science and Technology Work” in 2012;

4.Promulgated "Implementation Plan for the Comprehensive Utilization of Bulk Solid Wastes" in 2012;

5.Won the Advanced Collective and Advanced Individual in “National Circular Economy Science and Technology Work” in 2013;

6.Won the first prize of China Coal Industry Science and Technology on the subject research of "Coal Chemical Circular Economy Development Mode and Key Technologies of China Coal Heilong Jiang" in 2013;

7.Passed the appraisal and obtained acceptance and the high praise from Experts of National Development and Reform Commission,  Ministry of Science and Technology, and China National Coal Association on “Technical Research on System Evaluation and Decision Support of National Circular Economy Development Mode" in 2013;

8.Successfully completed the revision of the "Tax Catalogue of Comprehensive Utilization of Resources" in 2013;

9.Revised and published the "Management Measures for Comprehensive Utilization of Coal Ash" in 2013.
